The nonprofit LIFT Orlando and AdventHealth have started construction on a “first of its kind” early learning center in the long-neglected West Lakes neighborhood south of Camping World Stadium, with an opening expected by August. Most states use an education funding formula to allocate state and local dollars to school districts. Most funding formulas attempt to account for student poverty, among other factors, in distributing funds. But there are several ways to count low-income students and even more ways to tie dollars to these student counts.

Now that free and reduced price lunch (FRPL) status as an indicator of economic disadvantage is in decline, stakeholders are turning to replacement measures. Given the extent of socioeconomic and racial segregation in most school districts, neighborhood-level measures of economic distress seem like an appealing, easy-to-measure alternative, but this seemingly intuitive solution does a bad job of predicting FRPL rates and performs worse in places where it is more critical to get it right.
