Under the continuing resolution (CR) that provided the funding to reopen the government for three weeks, SNAP (food stamps) now is fully funded at least through March, even if the government shuts down again on February 15. Millions of families, however, face a longer-than-usual gap between their February and March benefits because the Agriculture Department worked with states to issue February benefits early during the shutdown, and that could further strain household budgets, the emergency food network, and other community resources.

More than 130,000 households in Los Angeles County receive some form of federal rental assistance and were at risk of not being able to pay their rent if the shutdown had lasted through the end of February. On Wednesday afternoon, Durant — back home as Golden State prepared to play the Washington Wizards on Thursday night — made his way southeast, back to the old neighborhood, to appear at the grand opening of College Track at the Durant Center, whose location the Suitland native selected largely because it’s next door to that familiar McDonald’s. The after-school program, whose inaugural class includes 69 students largely from low-income families, provides study space and guidance not only through college enrollment but through graduation.

In many US cities and towns, housing costs are increasing faster than incomes. Americans who rent their homes have been hit especially hard: nearly half of renters shoulder unaffordable housing costs. A forthcoming report by the New York University Furman Center for Real Estate and Urban Policy shows that between 1970 and 2016, the share of rent-burdened households went up in the 100 largest metropolitan areas nationwide.

The Tax Cuts and Jobs Act of 2017 provides a new incentive—centered around the deferral, reduction, and elimination of capital gains taxes—to spur private investments in low-income areas designated by states as Opportunity Zones.
