Mold. Leaks. Rodents. Crime. These are just some of the things the nation's 2 million public housing residents have to worry about. Many of the buildings they live in have been falling into disrepair for decades. Public housing officials estimate that it would cost $50 billion to fix them up. But the Trump administration wants to eliminate the federal fund now used to repair public housing in favor of attracting more private investment to fix up and replace it.

More than 130,000 households in Los Angeles County receive some form of federal rental assistance and were at risk of not being able to pay their rent if the shutdown had lasted through the end of February. But the mere threat of thousands of poor people returning to homelessness in L.A. — and the possibility of that threat happening again — has rattled government officials and affordable housing advocates.

Of course, the limited rental income generated by public housing properties does not meet the operating and capital costs of public housing properties, and thus Congress appropriates funds to meet these costs. The Capital Fund is the only dedicated source of annual funding available to make capital improvements—repairs and replacements beyond ordinary maintenance—to public housing. Each year, housing authorities nationwide receive a proportional share of the annual Capital Fund appropriation based on the ongoing accrual needs and the backlog of capital needs at each property
