Child poverty is an urgent and preventable crisis. Solutions to child poverty already exist if we just expand and invest in them. Benefits like nutrition assistance, housing vouchers and tax credits helped lift nearly 7 million children out of poverty in 2017, but millions of children were left behind due to inadequate funding, eligibility restrictions and low wages. We can and must fix these problems to help more children escape poverty now.

Democrats this week announced new legislation that would slash child poverty by paying low-income parents the kind of monthly allowance that is standard in other developed countries. But the lawmakers who introduced the bill, called the American Family Act, didn’t use the terms “child benefit” or “child allowance” at their Capitol Hill press conference Wednesday. Instead, they all called it a tax credit or a tax cut.

The strengths and abilities children develop from infancy through adolescence are crucial for their physical, emotional, and cognitive growth, which in turn help them to achieve success in school and to become responsible, economically self-sufficient, and healthy adults. Capable, responsible, and healthy adults are clearly the foundation of a well-functioning and prosperous society, yet America’s future is not as secure as it could be because millions of American children live in families with incomes below the poverty line. A wealth of evidence suggests that a lack of adequate economic resources for families with children compromises these children’s ability to grow and achieve adult success, hurting them and the broader society.

Times are changing rapidly for families—our households, work and the workforce do not look like they did just a decade ago. Challenges and barriers for parents continue to grow – skyrocketing costs of health care and child care, lack of flexibility at the workplace, and less time at home. Working parents have to balance their budget and time across an ever-changing landscape of needs: from caring for themselves, their children, and older family members, to affording quality child care and paying household bills. Removing barriers so families can care for their loved ones requires us to rethink and update the supports in place for working parents to keep up with the realities of a changing workforce.

Stricter work requirement policies for the Supplemental Nutrition Assistance Program (SNAP) at the federal level were left out of the recently passed farm bill, but state policymakers are still considering whether to expand or establish their own work requirements for SNAP and Medicaid, with the goal of incentivizing employment. There’s no question that good jobs help spur upward mobility. But if we are serious about helping people work, we have to get serious about helping people improve their skills.

There are opportunities for federal and state policies to better support postsecondary institutions in serving students who are parents and their families. Policymakers can incentivize partnerships, name students who are parents as special or target populations, and facilitate financial aid processes that address the needs of families. Where possible, policies can also encourage creative and innovative approaches to leveraging existing programs to facilitate access and successful completion for parenting students. These recommendations seek to promote policy changes that address the critical supports students raising children and their families need for successful completion: affordable and quality child care, financial aid, wraparound services, and workforce readiness.

On Wednesday, October 24, President Trump signed into law bipartisan legislation, H.R. 6, the SUPPORT for Patients and Communities Act. This sweeping legislation contains many provisions that could help children, youth, and families experiencing homelessness who are impacted by the opioid crisis, as well as provisions to help all children and youth who experience trauma.

With the new administration and Congress, policymakers have an opportunity to forge an enduring bipartisan consensus on affordable rental housing. There is more agreement between the two political parties than one might think: Strengthening the Low-Income Housing Tax Credit, expanding the Department of Housing and Urban Development (HUD)’s Rental Assistance Demonstration program, continuing efforts to reduce homelessness, infusing real choice into the housing voucher program by enabling greater mobility, expanding self-sufficiency and asset-building incentives, and reducing regulatory barriers to increase affordable housing production—all have bipartisan buy-in. The question is whether lawmakers can find the political will to devote to the effort and the resources to make significant progress. This brief lays out the possible parameters of such a consensus plan.

In December 2016, federal and state policymakers examined the intersection of unstable housing and negative health outcomes at a meeting convened in Washington, D.C., by the National Academy for State Health Policy (NASHP) with support from The Commonwealth Fund. The goal of the meeting was to identify concrete policy recommendations and actionable steps to align health and housing programs to ensure that people with high service needs receive the housing and supportive services they need to become and stay healthy. This report summarizes their findings and recommendations.
