This webinar will describe new research that shows children whose families participated in a program that helped them move from distressed neighborhoods to areas with lower rates of poverty experienced significant improvements in severe asthma episodes. Before moving, for every 100 children, there were approximately 88 severe asthma attacks per year. After moving, there were approximately 40 severe attacks per year, a reduction of more than 50%. The webinar will explore factors that help explain these changes in asthma, including the critical role of neighborhood-related stress, and describes future direction and pilot programs.

The unwinding of the Medicaid continuous coverage requirement represents the largest nationwide coverage transition since the Affordable Care Act, with significant health equity implications. As states restart eligibility redeterminations, millions of Medicaid enrollees will be at risk of losing their coverage with some portion exiting because they are no longer eligible, some losing coverage due to administrative challenges despite continued eligibility, and some transitioning to another source of coverage. Given the intense focus on coverage transitions during the unwinding, some states have initiated plans to publish a data dashboard to monitor progress. Data dashboards are useful for publishing dynamic data that is in high demand. They allow states to make proactive decisions about what data to release and on what schedule and then organize that data in an easy-to-digest visual format that facilitates the interpretation of key trends and patterns at a glance.

On October 13, 2022, HHS Secretary Xavier Becerra extended the COVID-19 Public Health Emergency, effective through January 11, 2023. While when the Public Health Emergency will end is still unknown, when it does, state Medicaid and CHIP plans will begin reassessing the eligibility of all recipients to confirm they still meet the eligibility requirements (“redetermination”).
At the Housing Is Working Group webinar on November 8, 2022, we heard from UnitedHealthcare about the important actions needed to ensure individuals retain their Medicaid enrollment and how PHA staff can support residents in this process. This presentation is plan agnostic and the goal is to ensure Americans retain their Medicaid coverage regardless of the healthcare plan that serves them. This webinar is open to all interested attendees!

View this webinar to learn more about actions public housing authorities can take to promote environmental resiliency in their communities. We first heard from Natalie Hildt Treat, senior policy advisor for Building Electrification Initiative at Northeast States for Coordinated Air Use Management (NESCAUM). Treat discussed NESCAUM’s efforts in the field of environmental resiliency, including her work helping states harness the power of clean, efficient electric building technologies to meet their climate and air quality goals. Next, we heard a case study about how the Municipal Housing Authority for the City of Yonkers (MHACY) has worked with their partner, Groundwork Hudson Valley, to incorporate environmental resiliency into their neighborhoods. Wilson Kimball, president and CEO of MHACY, and Brigitte Griswold, executive director of Groundwork Hudson Valley, shared how their partnership has leveraged data to understand the most vulnerable areas in their communities and address flooding and urban heat concerns.

People with disabilities have a place to turn to find information on COVID-19. They can contact the Disability Information and Access Line (DIAL) to find vaccine locations, make appointments and arrange for transportation. Trained staff at DIAL can also help people with disabilities track down community supports to help with independent living, such as services that help with health care benefits, financial assistance, housing, food and more. DIAL, operated as a collaboration between a consortium of organizations serving people with disabilities and USAging, is funded by the Administration for Community Living. Staff at DIAL can also make referrals to local disability organizations. For more information, watch this short informational video.

Head of Strategic Initiatives and Resource Development, Catherine Crago, discussed how their nonprofit subsidiary, Austin Pathways, assists with blending and braiding financing, including corporate and philanthropic funding and in-kind gifts.

The Vancouver Housing Authority collaborated with a Federally Qualified Health Center and a homeless crisis response system to develop a network of scattered-site and site-based supportive housing. This moderated discussion will cover how VHA paired Housing Choice Vouchers and public housing with a Medicaid-funded supportive housing benefit to serve people identified by the community’s Coordinated Entry as needing supportive housing. Speakers will also discuss the challenges faced through the process, model adjustments made, and evaluation of the work through matching housing data and Medicaid utilization data.

The Columbus Metropolitan Housing Authority (CMHA) has formed a partnership with the Healthcare Collaborative of Greater Columbus (HCGC) and their Central Ohio Pathways HUB to provide supportive services to all 14,000 CMHA-assisted households. HCGC’s HUB is a nationally certified program focused on addressing the Social Determinants of Health in an effort to improve health outcomes for at-risk populations. The HUB oversees 10 Care Coordination Agencies (CCAs) and their employed Community Health Workers (CHWs) to provide these services. The HUB contracts with Medicaid Managed Care Organizations, who provide payments to the HUB for services called Pathways delivered to their members.

The Administration for Community Living’s Aging and Disability Network is a multifaceted service infrastructure for older adults and people with disabilities so they can find housing and obtain services like chore assistance, delivered meals, and transportation. By partnering with this community infrastructure, PHAs can improve voucher utilization and leverage and align resources so older adults, people with disabilities, and people experiencing homelessness —all priority populations for federal housing assistance—can obtain supportive services needed to attain housing stability, optimize well-being, and avoid homelessness and costly institutional care. NYC was an epicenter at the start of the COVID-19 pandemic, and the city’s population density continues to be a driver of the deep, ongoing public health crisis. As NYC’s largest residential landlord, The New York City Housing Authority (NYCHA) unsurprisingly works with a number of health partners to bring information and services to residents, but the Authority hasn’t stopped there. This panel discussion will examine the results of efforts to significantly expand the reach of HUD’s Family Self-Sufficiency Program through partnerships between the nonprofit Compass Working Capital and the Boston and Cambridge Housing Authorities. Panelists will discuss their program model and its evaluation, how they have scaled up FSS, what results they have experienced to date, and where they plan to go from here. An FSS program participant will participate in the panel and share their perspective on how the program has benefitted them.
