Research suggests that living in concentrated poverty is harmful to health, well-being, and economic mobility. Inclusionary zoning can break up poverty density by imposing legal requirements to create affordable housing across neighborhoods. Now that free and reduced price lunch (FRPL) status as an indicator of economic disadvantage is in decline, stakeholders are turning to replacement measures. Given the extent of socioeconomic and racial segregation in most school districts, neighborhood-level measures of economic distress seem like an appealing, easy-to-measure alternative, but this seemingly intuitive solution does a bad job of predicting FRPL rates and performs worse in places where it is more critical to get it right.

In this report, we examine how housing code enforcement in Memphis, Tennessee, could prioritize public health as a key outcome and better coordinate with public health agencies, community health nonprofits, and other health care institutions. Although the rental assistance programs varied, key themes emerged, including (1) most programs, recognizing the impact of housing stability on health outcomes, targeted populations served by state or local health and human services programs; (2) most programs served a growing number of households over time; (3) funding generally increased over time and most of it came from general revenue; and (4) programs involved collaboration between the housing and health and human services agencies to ensure clients’ needs were comprehensively met.
