Medical debt is a critical challenge to Americans’ financial stability and well-being. People with medical debt are more likely to forgo needed medical care, have difficulty meeting basic needs, and face an increased risk of bankruptcy. Recent Urban research shows there are great disparities in who carries the most medical debt. Adults who live in communities where the majority of the population are people of color are more likely to have medical debt in collections reported on their credit reports. In particular, Black adults are more likely to have difficulty paying for family medical...

On a day-to-day basis, vulnerable populations suffer from inequities in health, wealth, and education. These same people are then disproportionately impacted by catastrophes ranging from hurricanes to COVID-19, which only serve to underline the great and urgent need for equity across race, gender, and income. In the latest episode of The Intersect, Madeline Colety and Lorine Giangola discuss how Abt’s housing and resilience work is helping clients promote equity.

On May 10, 2019, the U.S. Department of Housing and Urban Development (HUD) published a proposed rule that would prohibit “mixed-status" families from living in public and other subsidized housing. Mixed-status families are households that include both members who are eligible and ineligible for housing assistance based on their immigration status. Both statute and regulation allow families to live together in subsidized housing even if one family member is ineligible so long as the housing subsidy is decreased to exclude the ineligible person from the assistance. Importantly, just...

As the population ages, one of the greatest challenges facing state officials is how to organize and pay for long-term services and supports (LTSS) for low-income elderly and disabled adults—the most complex, expensive, and fastest-growing group covered by Medicaid. To help address this challenge, a toolkit for state leaders published in 2017 has been updated.

One out of every 10 young people between the ages of 16 and 24 is neither working nor in school. These “disconnected” young people face an uphill battle finding work and are at risk of economic hardship well into adulthood. Although there are many programs that aim to reconnect young people to education and employment, findings from evaluations of these programs have been mixed. The evidence base has grown substantially in the past several months, though, as studies of three programs — YouthBuild, Year Up, and New York City’s Young Adult Internship Program (YAIP) — have released new findings...

Restoring the value of the minimum wage — and helping families cover basic needs — is essential to addressing hunger. The federal minimum wage of $7.25 an hour has not increased since 2009. A more adequate minimum wage would foster the nation’s economic strength and growth to be shared in more equitable ways. Low-income workers and their families would benefit the most from a higher minimum wage, leading to reduced poverty, hunger, and income inequality.

Federal tax credits, like the EITC and refundable CTC, provide critical supports for millions of working women, children, and families every year. They supplement low wages and can help soften the financial impact of fluctuating incomes or job losses. These credits are especially important for communities of color and women.

John King served in President Barack Obama’s cabinet as the 10th U.S. Secretary of Education. Secretary King is one of the most prominent voices on the connections between housing policy and education policy, particularly with respect to pervasive socioeconomic and racial segregation. We sat down with Secretary King in Los Angeles to discuss the state of modern-day school and housing segregation, why he prioritized integration while in office, promising practices on both the education and housing fronts, and why education advocates must also be housing advocates. “As citizens, we need to...

The map focuses on four critical areas of policy: protections against source-of-income discrimination, the regulation of short-term rentals, inclusionary housing programs, and rent control. The rising tide of state preemption detailed in this tool makes it clear that local initiatives and innovation are being blocked when the need for affordable housing and creativity in advancing inclusion is most needed.

Medicaid helps low-income seniors, children, people with disabilities, and families get needed health care. Medicaid coverage improves families’ financial security by protecting them from medical debt and helping them stay healthy for work. Medicaid coverage also has long-term health, educational, and financial benefits for children. Click on the map to learn more about Medicaid’s contributions to your state.
