Report Jun 27, 2022
A robust research base indicates the importance of high quality early care and education in relation to a host of long term health, education, and employment outcomes. The concept of “quality” in these programs has been the focus of much attention and resources, particularly over the last decade. Most states have established definitions of quality through quality rating and improvement systems (QRIS) and allocated accompanying resources to support early care and education providers to progress toward higher levels of quality. Unfortunately, with few exceptions, definitions of “quality” have...

The Centers for Disease Control and Prevention found that Black women are three times more likely to die from pregnancy related causes than white women. With the majority of PHA residents being Black, Indigenous, or people of color, PHAs understand they play a critical role in addressing racial inequities through increased focus on maternal health. This plenary, announced as part of the Biden-Harris Administration’s Maternal Health Call to Action, will discuss the role of PHAs in supporting the health and well-being of their residents.

Thoughtful and thorough preparations for the disruptive effects of global climate change can provide a range of options for communities and households that would respect their historical assets, current and potential levels of social cohesion, desires for their own life outcomes, and opportunities for collective action. In all cases, people and communities should exercise meaningful voice and power over decisions about where, how, and how much to adapt to local climate effects. Regardless of the combination of physical and social interventions communities adopt, inclusion and equity must be...

Evidence shows that retrofitting the entire stock of multifamily apartment buildings in the United States could save tenants and property owners $8 billion a year in energy costs and reduce electricity consumption by almost 15 percent. Amid the rising cost of housing, energy efficiency upgrades can provide much-needed relief to low-income families and help keep rental stock affordable, but few documented examples showcase the benefits of energy retrofits in multifamily housing. Addressing this gap, this study measures the impact of a collaborative energy efficiency program in Orlando, Florida...

With political divisions on the rise and global cooperation imperiled, city officials worldwide are stepping up to lead, solving local problems while sharing solutions and innovations across borders. Making cities such as New York, Pittsburgh, and Los Angeles inclusive, safe, and sustainable is vital to the future of the United States—and the globe. Driven by the need to act locally while thinking globally, a growing number of metro areas are adapting the Sustainable Development Goals (SDGs) as a blueprint for progress.

For fiscal year 2013, the Department requests $2.07 billion for the Public Housing Capital Fund to address development, rehabilitation, modernization and preservation needs of the Public Housing portfolio. While funding the Capital Fund at the requested level of $195 million over the fiscal year 2012 appropriation will not enable PHAs to meet all existing capital and accrual needs for fiscal year 2013, funding at this level will provide PHAs with some ability to prevent their housing stock from falling into a state of obsolescence, disrepair, and/or removal from inventory.
