Founded in 1995 as Project Women, Family Scholar House (FSH) provides comprehensive, holistic services for disadvantaged single parents, their children, and foster alumni. The nonprofit seeks to end the cycle of poverty and transform communities by empowering families and youth to succeed in education and life-long self-sufficiency. FSH provides supportive housing, educational programming, and participant advocacy to help families gain independence.

Community First! Village is built and run by the nonprofit Mobile Loaves & Fishes to lift the most chronically homeless off the streets and into a place they can call home. They live in about 100 RVs and 125 micro homes arranged on streets with names like "Peaceful Path" and "Goodness Way." Heavy machinery has broken ground on the neighboring 24 acres to add another 310 housing units. When complete, Mobile Loaves and Fishes believes it will be able to provide permanent homes for approximately 40% of the chronically homeless in Austin.

At a recent public meeting, Sandra Lee Fewer, a member of the city’s Board of Supervisors, asked acting librarian Michael Lambert to explore whether future library renovations might include affordable housing. Fewer hopes to leverage existing public land to create multi-story facilities that include both libraries and housing.

When homeless people get released, their issues combined with living on the street will usually land them back in emergency rooms, costing hospitals like Harborview Medical Center — which operates on a thin margin — time and money. One solution is a type of respite program that provides short-term care to homeless patients who are too sick to be on the streets or in a shelter, but not sick enough to continue to take up a hospital bed.

Treating opioid use disorder among homeless families can reduce hepatitis C transmission, infant drug withdrawal, and overdose, which is the leading cause of death among people experiencing homelessness. Everyone needs safe, decent, stable housing. For some of the most vulnerable people in America — people with mental illness, chronic health conditions, histories of trauma, and other struggles — a home helps them to get adequate treatment and start on the path toward recovery. But some conditions make it difficult for people to maintain a stable home without additional help. Supportive housing, a highly effective strategy that combines affordable housing with intensive coordinated services, can provide that needed assistance.

Time and again, taking a narrow view of health care has proven ineffective in producing meaningful change. Yet the current
thrust of health care reform remains firmly focused on traditional health care services. Reforms such as care coordination models and patient centered medical homes are necessary but insufficient for homeless populations with complex problems. Pairing such reforms with supportive housing is more likely to result in lasting health improvements and reduced costs.

Kaiser Permanente NW Community Benefit intends to award at least $1.5 million in community grants to support organizations that help people with behavioral health challenges to secure and maintain safe, stable housing. A minimum of five grants of up to $325,000 will be awarded for projects lasting 3 ½ years. Projects must include the involvement of peers or community health workers (CHWs) and must involve collaboration between housing providers, health care providers (including behavioral health service providers) and those community organizations employing peers or CHWs.
