Report Jun 27, 2022
A robust research base indicates the importance of high quality early care and education in relation to a host of long term health, education, and employment outcomes. The concept of “quality” in these programs has been the focus of much attention and resources, particularly over the last decade. Most states have established definitions of quality through quality rating and improvement systems (QRIS) and allocated accompanying resources to support early care and education providers to progress toward higher levels of quality. Unfortunately, with few exceptions, definitions of “quality” have...

In the past couple of years, people and organizations have been more aware of and interested in discussing racial equity. This session will provide a space to step away from tackling this issue due to social pressures and look at how to think about this work from a systems level and go deeper than just surface efforts. Panelists will discuss how to know when initiatives are actually equitable and how can impact be measured, examining work from a racial equity lens, potential leads to impact, as well as measuring both in the short term as well as long-term.

Over the past decade, chronic absence has gone from being a virtually unknown concept to a national education metric that provides every school in the nation with critical data on how many students are missing so many days of school it jeopardizes their academic success. The Hamilton Project at the Brookings Institution has created this interactive map using national data reported by school districts to the U.S. Department of Education Office for Civil Rights from the 2015-16 school year to allow anyone to explore rates of chronic absence at the school, district, state, and national levels by...

Now that free and reduced price lunch (FRPL) status as an indicator of economic disadvantage is in decline, stakeholders are turning to replacement measures. Given the extent of socioeconomic and racial segregation in most school districts, neighborhood-level measures of economic distress seem like an appealing, easy-to-measure alternative, but this seemingly intuitive solution does a bad job of predicting FRPL rates and performs worse in places where it is more critical to get it right.

Work requirements in public housing are highly controversial, and little is known about their impacts. We examined how implementation of a work requirement paired with supportive services by Charlotte Housing Authority has impacted residents’ overall well-being. Although the policy might improve well-being by increasing household income, it might also engender stress through greater housing precarity.
