Homelessness is a traumatic experience with long-term consequences, particularly for infants and toddlers in their most critical stages of development. Yet homelessness among young children is hidden. Lack of shelter, fear of having children removed from parental custody, and restrictive eligibility criteria for housing programs mean that most young children experiencing homelessness stay in places that are not easily identified.
To this end, SchoolHouse Connection and Poverty Solutions at the University of Michigan analyzed data from twenty states that have formed broad-based coalitions...

In 2020 we launched a dedicated effort to learn more about legal issues surrounding unaccompanied minors experiencing homelessness. This project was intended to guide both organizations’ ongoing work and advocacy and develop resources to help the field better prevent and end homelessness among minors.
This toolkit includes:
• Key issues and challenges for minors experiencing homelessness;
• Strategies and lessons learned from advocacy for state minor consent to services laws (including questions to consider);
• Legal issues and considerations relevant to host homes for minors;
•...

We have an abundance of talent that is ready to reimagine early childhood and well-being in America for our youngest children and families, but we do not have an abundance of leadership experiences that nurture, propel, and position them as the dynamic leaders our country urgently needs.
Leadership that reflects the full diversity and genius of our communities, sectors, identities, and lived experiences matters now more than ever. In Toward A More Equitable Tomorrow: A Landscape Analysis of Early Childhood Leadership, we uncover the essentials for future leadership investments that value...

Community eligibility allows high-poverty schools and school districts to offer free meals to all students, and it eliminates the need for household school meal applications. A key piece of the Healthy, Hunger-Free Kids Act of 2010, community eligibility was phased in a few states at a time before it was made available to schools nationwide in the 2014–2015 school year.

Children experiencing homelessness or living in inadequate and unstable housing are exposed to many risks, including a heightened threat of involvement with the child welfare system. Can child welfare agencies play a role in addressing the lack of affordable housing? What if providing housing, plus other supportive services, could prevent out-of-home placements to foster care? What if, for those children already in foster care, it could help them reunify with their parents?

Access to affordable child care can be a major barrier for low-income parents who want to participate in education and training activities to gain skills or obtain employment. Child care assistance from the Child Care and Development Fund (CCDF), the federal block grant that funds states to provide child care assistance to low-income families, can help alleviate this barrier and make it easier for low-income parents to participate in activities that improve their skills and lead to stable employment with adequate pay. However, the CCDF eligibility requirements and priorities for service are...

Child poverty is an urgent and preventable crisis. Solutions to child poverty already exist if we just expand and invest in them. Benefits like nutrition assistance, housing vouchers and tax credits helped lift nearly 7 million children out of poverty in 2017, but millions of children were left behind due to inadequate funding, eligibility restrictions and low wages. We can and must fix these problems to help more children escape poverty now.

Early childhood education programs can impact life outcomes in ways that span generations, according to new research from Nobel laureate James Heckman. In a pair of companion papers released this week, the pioneering University of Chicago economist found that the children of those who participated in a landmark 1960s study still saw improvements in education, health and employment. The children saw such benefits without participating in the same preschool program as their parents—suggesting that early education can contribute to lasting upward mobility and help break cycles of poverty

This report highlights the development and implementation of a mentoring program for college students in foster care in New York City through a strategic partnership that was forged among New York City’s Administration for Children’s Services, Goldman Sachs and Casey Family Programs. The program is designed to expose youth to professional and experiential opportunities through a series of one-on-one meetings and group workshops. Students have the opportunity to become familiar with the Goldman Sachs corporate environment, understand various business sectors and explore the roles and...

Recent research has begun to focus on the impact of housing instability, in its many forms, on child health and development. It is hypothesized that young children are at greater risk of adverse effects of living environments, as this time period serves as a critical window for establishing socialization and learning habits. Additionally, the effects of housing instability may be compounded when combined with other challenges faced by low-income families, such as lack of resources. Previous studies have found that housing instability is associated with deficits in overall academic achievement...

In 2015, approximately 21,000 youth in the United States became emancipated-commonly referred to as "aged out"-from the foster care system; neither being adopted nor reunified with their family of origin, and were therefore expected to live independent lives. In addition to the youth who aged out, nearly 1,000 youth ran away from foster care. Over the past two decades, studies have consistently indicated a strong association between experiencing homelessness and having prior placement in the foster care system. Youth who age out of foster care are among the populations at the...

Homelessness during pregnancy poses significant health risks for mothers and infants. As health care providers increase their emphasis on social determinants of health, it is important to understand how unstable housing contributes to complications during pregnancy. We linked data about emergency shelter enrollees with Massachusetts Medicaid claims for the period January 1, 2008–June 30, 2015 to compare health care use and pregnancy complications for 9,124 women who used emergency shelter with those for 8,757 similar women who did not. Rates of mental illness and substance use disorders were...

The Supplemental Security Income (SSI) program is an important, means-tested source of income for the families of children with disabilities. Although some research has shown that SSI improves outcomes for these families, policymakers have been concerned about the program’s growth and the poor outcomes that many former child SSI recipients experience in adulthood. In this brief, we summarize research funded by SSA’s Disability Resource Consortium (DRC) on the program’s recent growth and the factors related to receipt of SSI by children. This research reveals dramatic variation in the rate of...

Findings from a national descriptive study of Early Head Start-Child Care Partnerships reveal new information about how partnerships expand access to high quality, affordable care for infants and toddlers. The study describes characteristics of these partnerships, including how they were formed and operated, as well as strategies for implementing partnerships in both center-based child care and family child care homes. It also describes the wide range of services that partnerships offer to children and families who receive care through Early Head Start-Child Care Partnership grant funds....

The number of kids enrolled in Medicaid and the Children’s Health Insurance Program (CHIP) — two government health plans for the poor — fell by nearly 600,000 in the first 11 months of 2018, a precipitous drop that has puzzled and alarmed many health policy analysts, while several states say it reflects the good news of an improving economy.

Federal tax credits, like the EITC and refundable CTC, provide critical supports for millions of working women, children, and families every year. They supplement low wages and can help soften the financial impact of fluctuating incomes or job losses. These credits are especially important for communities of color and women.
