National estimates are that roughly 80% of homeless mothers with children have previously experienced domestic violence. Even with its strict and limited definition of homelessness, applying this estimate to HUD’s most recent data reveals that over 230,000 children living in shelter have been exposed to the traumatic and long-term effects of domestic violence at some point. At a time when the nation is experiencing a national crisis of child homelessness, we can no longer afford to ignore this critical connection.

In January, mothers with substance-abuse disorders will have a long-term resource to help break the cycle of their addiction. That’s when Tucson Medical Center and CODAC Health, Recovery and Wellness, in partnership with the Connie Hillman Family Foundation, open their new transitional housing program in midtown Tucson for mothers who are battling drug or alcohol addiction.

Around the country, there is a growing understanding that survivors of domestic violence often need more than emergency shelter to become safe from violence and establish stable homes. Communities are employing innovative strategies and practices that help address survivors’ unique situations, such as flexible funding and domestic violence rapid re-housing. This momentum is matched by increasing resources from federal, state, and local funders interested in supporting safe housing solutions. But until stakeholders recognize the extent of the need for safe housing, many survivors will continue facing barriers to housing and options for safety.

To what extent does a change of address and transformation of the surrounding environment translate into a reduced sense of stigmatization of public housing residents? This article explores this question. Drawing from research at three new, mixed-income developments in Chicago, we examine changes in the regulatory and social environment and the perspectives and experiences of public housing residents living there. We find that although some forms of perceived stigma may have been ameliorated in these new settings, in other ways stigma and isolation has intensified.

The Mariposa Healthy Living Initiative began in 2009, when the Denver Housing Authority and its master planning team established physical, mental, and community health as a proxy to understand how redevelopment actions would change the quality of life for residents. The Initiative recognizes that the built environment is a determinant of health outcomes, which ultimately influence the quality and length of life for residents. The Initiative uses a responsive and rigorous approach to address environmental and social determinants of health, which include Healthy Housing, Environmental Stewardship, Sustainable and Safe Transportation, Social Cohesion, Public Infrastructure, and Healthy Economy. The Initiative framework is intended to be a living implementation tool for designers, developers, and practitioners.

The South Lincoln Health Impact Assessment (HIA) focuses on the redevelopment master plan for the Denver Housing Authority’s South Lincoln Homes community in downtown Denver. The rapid HIA and masterplan was a four-month process that began in April 2009. The HIA identifies potential health impacts and recommends changes to optimize positive and minimize negative health consequences for the South Lincoln neighborhood. This assessment includes community demographic and socioeconomic information, identified potential health issues, interviews available surveys, and limited body measurement data along with supportive evidence-based research and recommendations that informed the HIA and masterplan design.

To support those efforts, this guide includes the following: An overview of how renewed interest in urban centers is affecting housing affordability; A summary of the research linking rising housing costs to poor health outcomes; A set of key recommendations communities should consider as part of an overall approach to preserving, protecting, and enhancing affordable housing; and A library of local housing policies and strategies that communities can use to ensure the availability of affordable housing options, with a particular focus on rental affordability.
