On October 13, 2022, HHS Secretary Xavier Becerra extended the COVID-19 Public Health Emergency, effective through January 11, 2023. While when the Public Health Emergency will end is still unknown, when it does, state Medicaid and CHIP plans will begin reassessing the eligibility of all recipients to confirm they still meet the eligibility requirements (“redetermination”). At the Housing Is Working Group webinar on November 8, 2022, we heard from UnitedHealthcare about the important actions needed to ensure individuals retain their Medicaid enrollment and how PHA staff can support residents in this process. This presentation is plan agnostic and the goal is to ensure Americans retain their Medicaid coverage regardless of the healthcare plan that serves them. This webinar is open to all interested attendees!

Emerging health care financing models require much more sophisticated actuarial calculations than previous payment arrangements, often taking into account risk factors such as homelessness. Homelessness also has direct implications for clinical treatment decisions and integrated care models and should be noted in individual patient records. This policy brief provides a rationale for using the ICD-10-CM code for homelessness, outlines the challenges to maximizing this code, and offers strategies to consider to ensure health care providers ask about homelessness and record patients’ housing status. This data is highly relevant to clinicians and administrators at health centers, hospitals, state Medicaid systems, Medicaid managed care organizations, and public health departments.

For providers in the Supportive Housing arena, it is no secret that the road to recovery begins with housing. However, this fact has not always been recognized by major healthcare entities, like Medicaid. Thankfully, this mindset is changing and Supportive Housing organizations now have the ability to cover many of their services via Medicaid. Since the rules and requirements vary tremendously state-to-state, many providers feel overwhelmed with the documentation required to bill Medicaid. During this session, Foothold Technology and experts from various states across the country, including Steve Coe, CEO of Community Access, Kevin Martone, Executive Director of the Technical Assistance Collaborative, and Lindsay Casale, Housing First Program Director, Pathways Vermont, discuss the ins and outs of Medicaid for Supportive Housing. You will walk away with knowledge on: best practices from agencies already receiving Medicaid dollars; what reporting requirements providers should be aware of and on the lookout for, and how these can vary state-to-state; and tips on documentation methods and why a solid electronic record is crucial for Medicaid reimbursement. For more supportive housing resources, join our online community at: http://shrc.footholdtechnology.com/

Half of public housing authorities (PHAs) are engaged in at least one health initiative, almost all in partnership with the health sector, according to a new report by the Council of Large Public Housing Authorities (CLPHA) and the Public and Affordable Housing Research Corporation (PAHRC).Health Starts at Home: A National Snapshot of Public Housing Authorities' Health Partnerships finds that PHAs are key players in addressing the intersection of housing and health and that deepening partnerships between PHAs and health providers can better serve residents' and communities’ health needs. Stephen Lucas (CLPHA), Keely Stater (PAHRC), and Kelly McElwain (PAHRC) discuss health initiatives taking place at PHAs across the country and strategies for better serving communities with cross-sector partnerships.

The Colorado Coalition for the Homeless (CCH) has been investing in supportive housing since 1990. Since that time, this comprehensive community health center has developed nearly 1,700 units of housing, and is one of the country’s leaders in integrating health care and housing for a vulnerable population. This webinar discusses how CCH finances its capital development; how they plan, design, and manage multiple projects simultaneously; how they integrate housing and health care services; and how they include property management staff in a coordinated approach to care. This conversation with members of CCH’s leadership complements our recent policy brief and included time for audience Q&A.

In a post health care reform era, Medicaid programs need to build system capacity to effectively manage increasingly complex Medicaid populations while simultaneously seeking innovative solutions to reduce costs and improve access. As states are increasingly becoming more reliant upon managed care for complex populations – such as individuals in need of long-term services and supports, those with intellectual or developmental disabilities, individuals with severe and persistent mental illness, as well as children with special health care needs – the needs of these populations range far beyond traditional health care.

Everyone needs safe, decent, stable housing. For some of the most vulnerable people in America — people with mental illness, chronic health conditions, histories of trauma, and other struggles — a home helps them to get adequate treatment and start on the path toward recovery. But some conditions make it difficult for people to maintain a stable home without additional help. Supportive housing, a highly effective strategy that combines affordable housing with intensive coordinated services, can provide that needed assistance.

While links between housing deficiencies and health conditions are well substantiated, research evaluating the health benefits of specific interventions has been limited. There is, however, some evidence that multifaceted interventions may lead to improvements in health of children and families, as well as to reduced use of medical services.

Medicaid is the nation’s public health insurance program for people with low income. The Medicaid program covers more than 70 million Americans, or 1 in 5, including many with complex and costly needs for care. The vast majority of Medicaid enrollees lack access to other affordable health insurance. Medicaid covers a broad array of health services and limits enrollee out-of-pocket costs. The program is also the principal source of long-term care coverage for Americans. As the nation’s single largest insurer, Medicaid provides significant financing for hospitals, community health centers, physicians, and nursing homes, and jobs in the health care sector. The Medicaid program finances over 16% of all personal health care spending in the U.S.

Under Medicaid, states are required to cover mandatory benefits and may choose to cover optional benefits. In general, benefits must be equivalent in amount, duration, and scope for all enrollees (known as the comparability rule); benefits must be the same throughout the state (the statewideness rule); and enrollees must have freedom of choice among health care providers or managed care plans participating in Medicaid.
