The Digital Equity Act (DEA) is a once-in-a-generation opportunity to design systems that will enable true digital equity. Congress and NTIA outlined specifics for states to include in their digital equity plans. The NDIA State Digital Equity Plan Toolkit provides guidance on how to compile the plans. Poor maternal and child health (MCH) outcomes and rates of chronic disease are persistently high in the United States and concentrated in rural and service-deprived areas where local health departments provide most care. In a new Milbank Quarterly study, Taryn A. G. Quinlan, Amelia L. Mitchell, and Glen P. Mays of the Colorado School of Public Health use national survey data from 630 local health departments to understand the relationship between social service collaboration and the provision of direct MCH services, such as the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
The authors found local health departments that directly offer MCH services were more likely to collaborate with community partners that provide social services. Still, more than half of these departments were considered low collaborators.
“By working together to address MCH disparities, health and social service organizations could pool resources to provide needed services and identify innovative solutions to address disparities in their communities, thereby increasing system capacity to achieve equitable health outcomes,” the authors say.

• Instructional work, where math or English-language-arts teams, including instructional coaches, special-education teachers, and English learner/multilingual teachers, work to improve the quality of instruction within classrooms.
• Early Warning and Response strategies, where grade-level or cross-functional teams work to create more supportive school environments, where young people are connected to adults, each other, and the school community.
• Well-Matched Postsecondary initiatives, where school-based teams of counselors, service providers, district and school leaders, teachers, and other staff band together to implement evidence-based strategies and processes that support postsecondary application, enrollment, and persistence.
At its heart, improvement is about learning. Each of these networks study their own work, and consistently and strategically make adaptations to increase their effectiveness as the organizational hub supporting schools. And they demonstrate how lessons need not fade away, but when codified, systematized, and shared, they can deepen our collective capacity to accelerate the field’s learning and growth.

The Columbus Metropolitan Housing Authority (CMHA) has formed a partnership with the Healthcare Collaborative of Greater Columbus (HCGC) and their Central Ohio Pathways HUB to provide supportive services to all 14,000 CMHA-assisted households. HCGC’s HUB is a nationally certified program focused on addressing the Social Determinants of Health in an effort to improve health outcomes for at-risk populations. The HUB oversees 10 Care Coordination Agencies (CCAs) and their employed Community Health Workers (CHWs) to provide these services. The HUB contracts with Medicaid Managed Care Organizations, who provide payments to the HUB for services called Pathways delivered to their members.

The Administration for Community Living’s Aging and Disability Network is a multifaceted service infrastructure for older adults and people with disabilities so they can find housing and obtain services like chore assistance, delivered meals, and transportation. By partnering with this community infrastructure, PHAs can improve voucher utilization and leverage and align resources so older adults, people with disabilities, and people experiencing homelessness —all priority populations for federal housing assistance—can obtain supportive services needed to attain housing stability, optimize well-being, and avoid homelessness and costly institutional care. One Summer Chicago Plus is a jobs program designed to reduce violence and prepare youth living in some of the city’s highest-violence neighborhoods for the labor market. This study was carried out over the summer of 2013 in partnership with the Chicago Department of Family and Support Services. It found that the program, which provided a six-week, minimum-wage job for 25 hours a week, reduced the number of violent-crime arrests for participants by 33 percent over the subsequent year. The One Summer Chicago Plus 2013 study—accompanied by a long-term follow-up of the 2012 program—closely examines the two to three years following the six-week program and finds that the reduction in violent-crime arrests is not driven simply by keeping participants off the streets during the summer. In fact, the decline in violence remains significant when the summer is ignored entirely.
Researchers did find, however, that the program had no significant impacts on schooling outcomes or engagement, nor did it have a positive impact on formal labor sector employment for all of the participants after the fact. The authors do note that it is possible that significant labor market effects will develop past the three-year window examined in the study.

Federal, state, and local policies focused on neighborhood improvement have long emphasized the need for community organizations to share information, coordinate activities, and collaborate in the delivery of services. These partnerships build “community capacity,” as a way of promoting local problem solving and community well-being over the longer term. But, there has been only limited research on which patterns of neighborhood networks are most conducive to implementing effective collective work. This report uses social network analysis, drawing from a network survey, and extensive field research to ask how specific patterns of partnership promote better-implemented collaborations that in turn can successfully inform public policy.
The findings in this report have a qualitative, observable component, making it possible for funders to identify neighborhoods with advantageous structural supports before choosing to invest in that location, and for practitioners to support certain patterns of community activity.

Innovative public housing authorities (PHAs) are collaborating with college access partners and community colleges to increase postsecondary educational achievement for low-income residents and college students experiencing homelessness. This report elevates 11 shared learnings from a recent convening of these five pioneering PHAs and their postsecondary collaborators, and offers a series of recommendations to policy makers, PHAs, and philanthropic organizations seeking to develop emerging cross-sector collaborations between housing and education organizations. The report also includes an overview of the federal policies that support and limit postsecondary achievement for students served by PHAs, and profiles of the five partnerships: CHA and partners City Colleges of Chicago and One Million Degrees; CMHA and partner Columbus State Community College; HACLA and partner Southern California College Access Network (SoCal CAN); LMHA and partner Family Scholar House; and THA and partner Tacoma Community College.

A more regional approach to care is needed – one that involves coordinated, person-centered healthcare with robust connections to social services and community resources. An innovative infrastructure to do just that is underway in four communities across New Jersey: Trenton, Camden, Newark, and Paterson. Efforts begun in 2011 under New Jersey’s Medicaid Accountable Care Organization (ACO) Demonstration Project have evolved into four regional collaboratives that integrate, coordinate, and align all the disconnected programs aimed at making communities healthier.

In 2011, Cleveland had one of the highest rates of childhood lead poisoning in the United States, with almost one of every five children in the city receiving this diagnosis. Childhood asthma rates were also extremely high, especially for children living in poverty, according to 2008 statewide statistics for Ohio. Follow along in this new case study with the Engaging the Community in New Approaches to Healthy Housing (ECNAHH) initiative, part the BUILD Health Challenge’s first cohort, as they worked to reduce the occurrence of asthma, chronic obstructive pulmonary disease (COPD), and lead poisoning related to unhealthy housing conditions in three sub-neighborhoods in Cleveland.

The Community Transportation Association of America, a national non-profit, will highlight Wheels to Wellness (W2W), a program in Southern Maryland, that allows healthcare staff in rural Maryland to schedule on-demand and pre-scheduled trips using an online portal, and Oklahoma City, OK, who is working with community partners to create a transportation program for parents working towards reunification with their children now in foster care.
