People with disabilities have a place to turn to find information on COVID-19. They can contact the Disability Information and Access Line (DIAL) to find vaccine locations, make appointments and arrange for transportation. Trained staff at DIAL can also help people with disabilities track down community supports to help with independent living, such as services that help with health care benefits, financial assistance, housing, food and more. DIAL, operated as a collaboration between a consortium of organizations serving people with disabilities and USAging, is funded by the Administration for Community Living. Staff at DIAL can also make referrals to local disability organizations. For more information, watch this short informational video.

The Vancouver Housing Authority collaborated with a Federally Qualified Health Center and a homeless crisis response system to develop a network of scattered-site and site-based supportive housing. This moderated discussion will cover how VHA paired Housing Choice Vouchers and public housing with a Medicaid-funded supportive housing benefit to serve people identified by the community’s Coordinated Entry as needing supportive housing. Speakers will also discuss the challenges faced through the process, model adjustments made, and evaluation of the work through matching housing data and Medicaid utilization data.

The Columbus Metropolitan Housing Authority (CMHA) has formed a partnership with the Healthcare Collaborative of Greater Columbus (HCGC) and their Central Ohio Pathways HUB to provide supportive services to all 14,000 CMHA-assisted households. HCGC’s HUB is a nationally certified program focused on addressing the Social Determinants of Health in an effort to improve health outcomes for at-risk populations. The HUB oversees 10 Care Coordination Agencies (CCAs) and their employed Community Health Workers (CHWs) to provide these services. The HUB contracts with Medicaid Managed Care Organizations, who provide payments to the HUB for services called Pathways delivered to their members.

Public and affordable housing agencies and organizations have the potential to serve as a crucial foundation for promoting early school success for economically challenged, fragile and otherwise marginalized children and families through a 24/7/365 multigenerational system of support and an ability to meet families 'where they are.' During this engaging session, Housing Is and our long-time partner The Campaign for Grade-Level Reading will elevate the critical importance of these housing-education partnerships, with special attention to the way in which such collaborations begin. In 2019, CLPHA collaborated with Johns Hopkins University on a member survey to better understand how public housing authorities (PHAs) are serving residents affected by addiction and what policies or resources PHAs continue to need. The intent of CLPHA’s participation in the survey was to identify best practices for most effectively serving residents affected by addiction and inform CLPHA’s advocacy efforts on addiction issues. During this panel, the JHU researchers will review results of the survey and panelists will hear from the PHA perspective about what practices have been most effective and where there is work to be done.

The devastating consequences of climate change will continue to impact our everyday lives, testing the resilience of our communities and influencing the processes of how we build housing. PHAs have been on the front-line managing disaster recovery efforts and are well-positioned to be leaders in advancing policies to develop environmentally friendly green infrastructure. This panel will discuss past endeavors to secure safe housing for displaced communities, what steps are required to mitigate future disasters, and how PHAs are designing plans to make greener and more healthier communities.

In the past couple of years, people and organizations have been more aware of and interested in discussing racial equity. This session will provide a space to step away from tackling this issue due to social pressures and look at how to think about this work from a systems level and go deeper than just surface efforts. Panelists will discuss how to know when initiatives are actually equitable and how can impact be measured, examining work from a racial equity lens, potential leads to impact, as well as measuring both in the short term as well as long-term.

Over the past several years, CLPHA has worked with its members to disseminate information on the best eviction prevention practices and many public housing authorities (PHAs) have made great progress in developing new strategies to keep families housed. The eventual ending of the CDC eviction moratorium provides an opportunity for PHAs to review their eviction prevention strategies. Panelists will review the latest research on COVID-19 and evictions, protecting voucher holders from eviction, and work that PHAs are doing to evaluate their own eviction practices through a racial equity lens.
