With college students often challenged to find affordable housing and many older adults living alone in homes with spare bedrooms, these two groups are increasingly benefitting from living together. Universities are often well-suited to facilitate students living and learning with older adults in nearby communities. Intentionally fostering intergenerational engagement through places and programs can reduce loneliness, mitigate ageist stereotypes, and help both groups to thrive.

The Administration for Community Living’s Aging and Disability Network is a multifaceted service infrastructure for older adults and people with disabilities so they can find housing and obtain services like chore assistance, delivered meals, and transportation. By partnering with this community infrastructure, PHAs can improve voucher utilization and leverage and align resources so older adults, people with disabilities, and people experiencing homelessness —all priority populations for federal housing assistance—can obtain supportive services needed to attain housing stability, optimize well-being, and avoid homelessness and costly institutional care. COVID-19 is disproportionately impacting the health of low income housing residents and minority communities. Those who have symptoms of COVID-19 may not have the knowledge and resources to prevent the spread of infection, to seek appropriate healthcare, and to maintain quarantine. Lack of experience with telemedicine and lack of home blood pressure and glucose monitoring devices will result in worsening chronic disease health outcomes. Furthermore, the increased financial and emotional stress during the COVID-19 epidemic may result in increased need for mental health support. The Bringing Health Home (BHH) Program, a collaboration between the Housing Authority of the City of Austin and the University of Texas Dell Medical School and funding provided by the St. David's Foundation, has trained and hired residents as state-certified Community Health Workers (CHW) to conduct virtual outreach to their neighbors at the largest public housing community to assess and address needs in the context of COVID-19. Using CDC guidelines, the CHWs assess their peers over the phone for COVID-19 symptoms, reinforce preventative measures, link them to testing and medical care, when indicated, and connect them to other available resources, as needed. With this support, it has been possible for BHH residents with COVID-19 to maintain self-isolation and minimize transmission. The BHH team will share the work they are doing to prevent health disparities, minimize COVID-19 deaths, contain the virus, and protect the public welfare by supporting COVID-19 positive households with customized relief packages and symptom monitoring as they remain under quarantine.

While the program has changed very little since its inception, the need for the program has increased. In 1975, the number of program grantees stood at 594. Today, the number of grantees stands at 1,268 as more communities qualify to receive direct program allocations. Based on a CDBG Needs Survey conducted by the CDBG Coalition (and discussed later in this report), CDBG grantees have delayed and canceled projects and reduced or permanently eliminated programs because of a lack of CDBG funds. CDBG is an important investment tool for communities and neighborhoods, but program funding must increase to meet local need to ensure CDBG grantee communities are healthy, vibrant and thriving.

Housing is considered a social determinant of health, with poor housing conditions being associated with poor health. Veterans with disabilities are more likely to experience a housing crisis because of combat experiences and employment instability. We identified facilitators and barriers to finding and maintaining rental housing. We sought to understand the housing needs of Veterans with military-related disabilities using the biopsychoecological model (BEM) as an organizing framework.

Type the phrase “aging in place” into a Google search, and you’ll likely see pictures of wheelchairs fitting comfortably through home doorways, bathtubs and showers with zero-step entrances, and open floorplans to facilitate seamless movement from room to room. But what is often missed in discussions promoting aging in place is that increasing livability doesn’t just mean adapting a home’s physical characteristics, it also means ensuring a range of cost options and housing types in a single community.

SNAP is the first line of defense against senior hunger and frees up funds for health care and housing. This is important because one way struggling seniors often meet rising health care and other costs is by cutting back on or skipping meals — coping strategies that can exacerbate existing health problems. SNAP improves the health and well-being of seniors by reducing the negative health impacts of food insecurity, including diabetes, hypertension and depression.

Housing and health systems need to work together. Public housing authorities (PHAs) are significant providers of housing to those in need, offering the health sector scale and expertise. Little was known about how PHAs worked with the health sector writ large. With a national survey, we found that PHAs across the country are engaged in a wide range of partnerships with different health organizations that address various target populations and health priorities. Barriers to housing-health collaboration, such as funding and staffing capacity, can be overcome with cross-system partnerships that seek to address these needs.

These 65 million older households are highly diverse in their living situations, financial resources, health and functional abilities, and life stages, and thus require different types of housing to meet their needs and preferences. Affordable, accessible housing located in age-friendly communities and linked to health supports is in particularly short supply. Demand for these units will only increase when the baby boomers start to turn 80 in less than a decade. And whether they own or rent, millions of older households struggle to pay for their housing and other basic necessities, and their numbers are rising. Households now in their 50s to mid-60s are especially at risk of having insufficient resources to manage rising healthcare and housing costs in their later years.

Half of public housing authorities (PHAs) are engaged in at least one health initiative, almost all in partnership with the health sector, according to a new report by the Council of Large Public Housing Authorities (CLPHA) and the Public and Affordable Housing Research Corporation (PAHRC).Health Starts at Home: A National Snapshot of Public Housing Authorities' Health Partnerships finds that PHAs are key players in addressing the intersection of housing and health and that deepening partnerships between PHAs and health providers can better serve residents' and communities’ health needs. But some conditions make it difficult for people to maintain a stable home without additional help. Supportive housing, a highly effective strategy that combines affordable housing with intensive coordinated services, can provide that needed assistance.

Annuities, long-term care insurance (LTCI), and reverse mortgages appear to offer important consumption smoothing benefits to the elderly, yet private markets for these products are small. A prominent idea is to combine LTCI and annuities to alleviate both supply (selection) and demand (liquidity) problems in these markets. This paper shows that if consumers typically liquidate home equity only in the event of illness, then LTCI and annuities become substitutes and less attractive. Simulations confirm that without home equity loans, both LTCI and constant real annuities may be welfare destructive, particularly in combination.

The Support and Services at Home (SASH) program in Vermont aims to coordinate care and assist participants in accessing the health care and support services they need to maintain their health and age comfortably and safely in their homes. Most program participants are residents of U.S. Department of Housing and Urban Development (HUD)-assisted properties or Low-Income Housing Tax Credit (LIHTC) properties. Our objective is to estimate the impact of the first 5 1/2 years of the SASH program on the Medicare expenditures of these participants.
