Early Head Starts: What Can We Learn to Make a Difference for Children & Families?

Council of Large Public Housing Authorities

We know that the first three years of a child’s life are a time of incredible growth and opportunity, with development occurring at an unparalleled pace. Yet one out of every five babies in the United States lives in poverty, putting their healthy development at risk.

For more than 25 years, Early Head Start has worked to provide an enriched experience for very young children. By engaging families during the prenatal-to-3 period, using a two-generation model, Early Head Start has been promoting success for children and families.
